My neighbor boy is very cruel to his dog...what should I do?

Next time you see the boy do this, call the ASPCA. Even though the boy is young, the mother is still allowing this to happen to the dog. It is obviously being abused. If you feel you want proof, videotape it. However, you probably will not need it unless asked for it
