I just got an email from yahoo about congestion, is it a scam?

I got an email from yahoo saying that they are experiencing congestion and I will need to reply to their email with my name, login, country, etc, or my account will be deactivated or interupted. Apparently they are closing down all unused accounts. But there were grammatical errors in the message so it seemed like a scam. Did any other yahoo users get this? Should I reply?
